This is scary, but I don't think it is the true fear of non neutral net at this time. I think the current fear as that web sites that pay the ISPs will get priority.
I don't see this happening too soon because whoever does it first will just lose all of their customers. So ATT goes to this crazy tiered plan, well I'll jump over to the local cable provider or vice versa.
If anyone was crazy enough to try this, I would think there would be at least one company sitting there to profit off of their mistake.

I agree that this isn't the immediate fear for the net neutrality issue, but it is scary that major players are even talking about a subscription service.
